Here are five tips to avoid being disturbed

While long-term mortality statistics on the roads are increasingly positive, as data are lower year on year, if we look at the results more closely, in one case mortality has increased last year. More pedestrians with safety vest died in the cities.

In 2016, 545 people died on Czech roads, 177 of them in the dark. Last year, 32.5% of the total killed in the night was killed. "In the case of the dead-to-death ratio for the total number of deaths in a given category, they clearly led 59.5 percent of the pedestrians, which was more than 55 percent in 2015. Passengers in passenger cars (29.2%), cyclists (23.1%), truck drivers (18.2%) and motorcyclists (13.3%), "says Roman from the Road Safety Team.

In the end, most pedestrians die in the dark. In 2016 there were 66 fatal cases. Another 11 fatal cases from their ranks registered statistics in casualties that occurred during the day but in reduced visibility. "Last year, 69.4 percent of pedestrians lost their lives in an accident that occurred in the dark and in general under reduced visibility - in rain, fog, snowfall, dawn or dusk," remarks Roman. In the village, 38 pedestrians died in the night accidents last year, by 4 more than in 2015. The accident rate of pedestrian deaths occurred outside the municipality.

Supporters of the wearing of security elements therefore have an argument. Last February, the obligation to wear reflective vest outside the village came into force, and it is not necessary in cities. However, it is a question of whether the improvements in safety would help the elements, or rather the greater caution of both drivers and pedestrians.

Pedestrians will have to shine with Reflective accessories

The Ministry of Transport has already drafted an amendment to the law, which orders people living at dusk at the edge of the road to wear remotely visible reflective vest from a distance. Even though the casualty falls, the number of pedestrians killed is still alarming. Most die at night.

Last week, two cars on Prochoice hit a car in the night. The driver of a man and woman from Belgium apparently did not see it in the dark, and since the accident had gone, the bodies lying on the road had passed another car. Only a few nocturnal pedestrians are careful to see it, so it is no wonder that last year's 134 fatal accidents happened to be eighty in the night.

The police officers of the Ministry of Transport have therefore prepared a law ordering night pedestrians to move on the sidelines to wear reflective elements. The regulation could start to apply in the rapid procedure in the autumn.

"In order for a person to fulfill his duty, a reflective tape should be enough to be visible on his right hand," says traffic police chief Tomas, saying that the new rules will be spared by people moving along the street illuminated by street lamps. "When you go out of the theater, no one will want reflexive clothing for you," the fears of the not-too-elegant Larch fashion accessories are mild.

His predecessor, Leoš Trzil, already contemplated such an obligation but the proposal fell because it was then that he began to speak directly about the obligation to walk in a reflective vest, which caused anger. "When we opened up this problem in the past, people were asking," Will we have to go in the vest? "Today, we see that the public responds more readily," Larch suggests.

"It is in the interest of pedestrians and drivers to wear something reasonable, even if they do not have to wear vests," says Vaclav of the Czech Republic. According to the BESIP data, the pedestrian driver sees a reflective dress up to a distance of two hundred meters, three times as far as the white coat and seven times longer than the black man does.

Whoever does not have a luminous element would commit an offense for which he could get a fine of up to two thousand dollars from the police. "We do not understand this as another tool to make fines. We really promise by law to prevent, even if pedestrians without a reflective material will be threatened with sanctions," Larch added, welcoming if he had begun to apply the law from the next risk period - this November.

The Ministry of Transport, however, is counting on a slightly slower approach. "We expect the law to be submitted only in the second half of 2014," said Andrea of the Ministry of Transport. "Everything that increases safety is beneficial, even if some measures can be perceived as harassment at the beginning, pedestrians and cyclists are the least protected, and the consequences of accidents have the worst impact on health," Transport Minister (ANO) says.

The police fine the pedestrians for missing reflective tapes

Police officers in southern Bohemia have been fined on roads outside the pedestrian village since 1 November, who do not have mandatory reflective material in low visibility. Patrols in Pesky caught without reflective tapes of each other pedestrian.

"With the onset of autumn, when visibility is diminished both in the morning and in the evening, traffic and safety actions were announced in November, focusing mainly on the visibility of pedestrians moving under reduced visibility on roads outside the village. Police officers check whether pedestrians adhere to the law and use reflective tapes to increase their visibility, "police spokeswoman Lena said.

Traffic police officers in Pesky landed on the ground just the first day. They stopped 12 pedestrians. Half had mandatory reflective clothing; six people went along the road outside the village without them. "Three pedestrians who have broken the provisions of the law have received a blocked fine. Everyone paid 500 crowns. Three other police officers have been warned about the age and have taught them about the need to use reflective elements," Kozo said, adding that traffic police have reflective ribbons in their cars, so they gave it to all who did not.

An amendment to the law-ordering pedestrians on roads outside the village to wear reflective vests began to apply this February 20. Until now, the police have been rather preventive. Fines can give up to two thousand crowns. "Similar events will continue in the days and other districts," Kozo said.

The importance of visibility for pedestrians safe

The problem of pedestrians' visibility on the road traffic has been in the Liberec region for several years. During which they distributed over ten thousand reflective tapes. The police pay special attention to children and seniors. The pedestrians explain the importance of their visibility for other road users.

"We are working in conjunction with BESIP and the Road Safety Team on preventive activities focused on the issue of pedestrian visibility. At the same time, we already use repressive means where law enforcement patrols impose fines. The vast majority of pedestrians are currently exposed to reflective tapes under reduced visibility outside the village. However, we also want to appeal to pedestrians who are in a low visibility situation in municipalities, so that they, even from the point of view of the law, do not use reflective elements to increase their visibility in traffic, "said Jan Frieze, Chief Justice Officer of the Transport Police Service in the Liberec Region.

Reflective tapes and patches reflect light in a narrow cone back to the source and are visible up to 200 meters away. For example, a pedestrian in blue clothes, the driver unfortunately registers only from a distance of only 18 meters, which is too late to avert the occurrence of a traffic accident. Reflective materials are important, and even in a lighted city can save lives for pedestrians. In addition, many pedestrians still believe that they have absolute priority at the pedestrian crossing, which is not true. Drivers, at the same time, after a pedestrian traffic accident often report that the pedestrians did not see it at all.

Recently, there have been several serious traffic accidents in the Liberec region involving the collision of a pedestrian with a car, where the insufficient visibility of pedestrians probably played a significant role. Unfortunately, some of these accidents have resulted in tragic consequences.

Imminent pedestrian sanctions, which in the case of reduced visibility; move along the roadside or on the edge of the road in a place not illuminated by public lighting. Where the retro reflective elements are not so placed as to be visible to other road users: in block the proceedings will be fined up to CZK 2,000, administrative fine will be imposed from 1500 CZK to 2500 CZK.

Pedestrians should place reflective materials on their wrists or on their ankles on the side facing the center of the road. Then the pedestrian is visible from all sides. We recommend to pedestrians to purchase high-quality yellow-yellow or yellow reflective strips. "To survive in road traffic, a pedestrian must behave with care, discipline, adherence to road traffic rules, and be visible to other road users. It is likely that the use of reflective accessories by pedestrians will help save lives, "police commissioner Frieze concluded.

To be seen is to survive

Illuminate the pedestrians and remind them that they should not be invisible in the dark, police in reflective vest have decided across the county. Police spokesman Michael Richter recalled that police action lasting until November 19 focuses on the visibility of pedestrian road users.

The pedestrians, who will move out of the village, will be reminded of the "see and be seen" principle, while giving away reflective tapes. Their location is ideal at the end of sleeves, close to knees and waist level, as recommended by BESIP. "Tape, pendants, and possibly reflective stickers will not only give out the police but also emphasize the need to use them," Richter said.

Keeping pedestrians on their visibility not only recommends common sense. The amendment to the Road Traffic Act last year clearly stipulates that pedestrians are obliged to use the reflective element if they move outside the village on the side or edge of the road in a place where public lighting is not visible. The police officers then recommend that they always have reflective elements. It is also thought by manufacturers of jackets, caps or bags. Many new models already have reflective tapes in their design.

Under the current preventive action, police are ready to teach people and give them reflective tapes. However, fines must also be made available. For those who do not respect the statutory obligation to mark the reflex element, there is a risk of financial sanctions in block proceedings up to CZK 2,000.

And not just a chauffeur who had to brake or pull the wheel at the last moment in front of the figure in a dress or black suit that came out of the darkness when it was too late would certainly nod to his approval: two thousand, but still twenty. Especially when the abduction of the person in question indicates that, the pedestrian is in a state where the events around him do not seem too good enough to be ready to dodge!

"They checked a total of 31 pedestrians. All who were out of town were marked by a reflective element. One pedestrian used a light to his visibility, for which reason a reflective belt was handed to him, and this offense was solved on the spot by appointment. In addition, a total of 60 motor vehicles were checked for traffic and 15 traffic offenses were detected, for which 13 block fines of two thousand two hundred crowns were granted. Two offenses were also reported to the administrative authorities, "police spokesman Jana assessed the first day of the action.

There is a fine without prepare reflective tapes today

A fine of up to CZK 2500 is threatened by pedestrians who will be in poor visibility on the road outside the village and other designated places without mandatory reflective elements. This follows from the amendment to the Road Act, which will come into effect this Saturday. The measure is intended primarily to contribute to the safety of pedestrians who often become victims of traffic accidents because of poor visibility.

The obligation to wear reflective elements for pedestrians will apply in poorly lit places, in municipalities, especially in places where there is no walkway and pedestrians on the roadside. If the pedestrians are not marked with, for example, reflective tapes or other elements, they are liable to a fine of up to two thousand dollars in block proceedings; in administrative proceedings, penalties ranged from 1500 to 2500 crowns. Initially, however, according to the Ministry, the police will not punish people, but will consult and distribute reflective tapes and bags.

Police officers, in cooperation with Bessie, are also planning to explain to people how to wear the ribbons. "The tape should be located on the side facing the center of the road. So that the driver who has come up against me or even behind me can see where I walk as a pedestrian going along the edge of the road or on the side of the road, "said chief Martin for the Czech Radio.

The new device primarily monitors the safety of pedestrians. Between 2012 and 2015, 523 pedestrians died, including 303 at night. Just last year, 72 people died because they were not visible at night, the Ministry of Transport said. This repeatedly points out that for the sake of safety, it is not necessary to wear a reflective vest or other dimensional reflective element, but only a luminous belt that can be removed easily from the pocket. Reflective elements increase the visibility of pedestrians in the dark up to 200 meters.

Drivers will also have an obligation to clean the vehicle from ice, snow and other dirt before driving. Likewise, they will have to remove from the vehicle and cargo pieces of ice and snow that can be released while driving. "This is a basic thing that drivers sometimes neglect. If, for example, a large piece of ice is dropping from a truck, it is a very dangerous situation that can end up with a road accident, "said Transport Minister Dan.

Police officers handed out reflective pads and laces

On Wednesday morning, people could meet police officers who stopped them and educated pedestrians. In addition, we were able to ask ourselves about the project. Get reflective laces and badges.

Police officers reminded pedestrians as the most vulnerable road users to adhere to the principle of seeing and seeing, emphasizing the need to use reflective material for reduced visibility. "Moving roads or roads is always a risky situation in which an accident may occur. The guilt does not always have to be on the driver's side, "said spokesman for the police Dagmar.

Traffic rules for cyclists you do not know

Do you know what traffic regulations cyclists must meet? In addition, what are your obligations as a driver when you come across one or several bicycles? Most cyclists know what the right safety equipment to drive safely by road is. Only one in 10 says they have informed of the regulations in this regard, and even 4% admit not knowing anything about it.

Nor are they too placed with regard to the security elements that affect the bike, such as the fact that it is mandatory to carry braking systems on both wheels (something that 26% do not know) or that it is forbidden to do without the bell. The data is from the study published by the AXA Study Center for Road Safety on road accidents and bicycle use, in collaboration with the University of Valencia and the TNS agency.

The last news we have received in recent days have encouraged us to prepare this practical with all the rules you must respect whether you use the road as a driver of a vehicle as if you do it on a bike.

You should not forget this kit if you are going to ride a bike:
1. Helmet
Cyclists are obliged to use the protective helmet on interurban roads and crossings; in urban roads it is compulsory for children under 16 (whether they are drivers or occupants of the bicycle), although the DGT recommends its use in all ages.

2. Reflective vest
In low light hours, cyclists must wear some reflective garment that allows other users to distinguish them at a distance of 150 meters on interurban roads.

3. Headphones
The use of headphones connected to receivers or sound players, as well as the use of the mobile phone is also prohibited while riding a bicycle.

Inspectors supervised noisy exhausts of motorcycles

With more than 15 inspectors in reflective clothing, the Transit Division of the Municipality started the inspection in the area of Battle and Ordonez and General Flores boulevards, using a sound level meter.

It is an action plan that will be extended to the whole city, replicating the experience of the year 2017, and seeks to respond to the claims of neighbors and neighbors, reported from the Commune. Together with the control of the exhaust pipes, it was checked that the drivers wear a helmet and a safety vest; those who did not wear it, were given a reflective vest.

The procedure performed by more than 15 inspectors consisted of detecting the bikes that had noise coming from their exhaust pipe, their drivers were given a period of 10 days to solve the damage.

Upon expiration of this period, a fine of 10 RU is applied if the 10-day-old person does not show up at the Municipality of Montevideo with the exhaust pipe of his repaired motorcycle. If the vehicle is in the same situation, it will be taken back to its owner. All of the drivers need to wear a high visibility vest.
